Public Protector Investigation on Eastern Cape Superintendent-General Adv Modidima Mannya going ahead

Public Protector Adv Thuli Madonsela wishes to clarify that the investigation into the Eastern Cape Superintendent-General Adv Modidima Mannya is proceeding with modifications. The Public Protector would like to put on record that the investigation into allegations of irregular appointment is the only part of the investigation that she is no longer pursuing as a court of law is in a process of making a determination on that matter. The Public Protector Act prohibits the Public Protector from scrutinizing court decisions. 
 
The investigation into the following allegations of maladministration is continuing:
  1. Appointment of ESP Consultants without tendering for R1.4million contract.
  2.  Maladministration in the awarding of stationery tenders
  3. Maladministration in the awarding of reconstruction of mud schools tender
  4. The lack of scholar transport, school nutrition and stationery at the beginning of 2011 as well as there being no winter school in 2011.
     
The Public Protector also noted the SA Democratic Teacher’s Union concern about the slow pace of the investigation. The investigation will now move at a faster pace due to additional capacity received and it will be finalized by the end of March 2012.
